Collaborating PartnersSeveral international, regional and national organizations have given their commitment to generate materials for the ICM web service that are relevant to their region or country. Their contributions are invaluable in providing timely inputs to various areas covered by the ICM web service. Contributions include news on developments in ICM at international, regional and/or national levels. Experts from these organizations will also be providing reports on ICM problems and case studies.
UNITED NATIONS DEVELOPMENT PROGRAM 's SIOCAM is a global initiative which seeks to harness the knowledge and skills of UNDP headquarters, UN Agencies, donors and other external support agents, to enhance the effectiveness of ocean and coastal management projects in promoting sustainable human development, particularly of the poor, in developing countries. SIOCAM strengthens current regional and national projects in this field through the provision of a supportive framework for cooperation between projects, governments and external support agencies (donors and implementing agencies) and the collaborative development and sharing of mutually beneficial products.

PROGRAMME (UNEP)
UNITED NATIONS DIVISION FOR OCEAN AFFAIRS AND THE LAW OF THE SEA (UN DOALOS) Developments relating to the oceans and the law of the sea are monitored at the global level by the United Nations Division for Ocean Affairs and the Law of the Sea (DOALOS), Office of Legal Affairs. The Division serves as the secretariat of the Convention and provides assistance to States in the effective implementation and uniform and consistent application of the Convention. It also monitors all issues relevant to the Convention and reports annually to the General Assembly of the United Nations on those developments Further, it formulates recommendations to the Assembly and other intergovernmental forums aimed at promoting a better understanding of the Convention, and ensures that the Organization has the capacity to respond to requests for advice and assistance from States in the implementation of the Convention.

ON BIOLOGICAL DIVERSITY (CBD)
GLOBAL OCEAN OBSERVING SYSTEM (GOOS) The GOOS Project Office (GPO) was established in the IOC Secretariat by decision of the IOC Assembly at its sixteenth session (Paris, March 1991). The vision of the Global Ocean Observing System is of a global network to systematically acquire, integrate and distribute marine and oceanic observations, and to routinely produce analyses and forecasts and related products to enable governments, industry, science and the general public to cope with critical marine-related issues including the ocean's effects on climate.
INTERNATIONAL OCEAN INSTITUTE (IOI) The IOI is an independent, non-governmental, international, nonprofit organization, formed "to promote education, training and research to enhance the peaceful uses of ocean space and its resources, their management and regulation as well as the protection and conservation of the marine environment." The work is organized into the following four components: training programs, publications, research, and conferences and seminars. The IOI was incorporated in the Netherlands and has its headquarters in Malta, including operational centers in Canada, China, Costa Rica, Fiji, India, Japan, Malta, Romania, Senegal and South Africa. Additional operational centers are being established in Qatar and the Black Sea.
LAND-OCEAN INTERACTIONS IN THE COASTAL ZONE (LOICZ) Sponsored by the Netherlands Institute for Sea Research (NIOZ), the LOICZ project commenced in 1993 focusing on the area of the earth's surface where land, ocean and atmosphere meet and interact. The overall goal of this project is to determine at regional and global scales: the nature of that dynamic interaction; how changes in various compartments of the Earth system are affecting coastal zones and altering their role in global cycles; to assess how future changes in these areas will affect their use by people; and, to provide a sound scientific basis for future integrated management of coastal areas on a sustainable basis.

UNION FOR COASTAL CONSERVATION Mediterranean and Black Sea INTERNATIONAL CENTER FOR INTEGRATED COASTAL MANAGEMENT IN THE MEDITERRANEAN AND THE BLACK SEA (MEDCOAST ) MEDCOAST is a network of government bodies, universities, and UN organizations contributing to coastal and marine conservation in the Mediterranean and Black Sea through improved coastal management practices. This goal is pursued by enhancing scientific and professional collaboration among individuals and institutes (networking) in the Mediterranean & Black Sea countries, or elsewhere, for the purposes of: producing means to improve our understanding of physical, bio-chemical and ecological processes taking place in the Mediterranean and Black Sea environment; facilitating the utilization of scientific knowledge and modern management tools in achieving integrated coastal and sea management; and complementing and contributing to the existing efforts having similar goals, most notably those of the UNEP Mediterranean Action Plan.
Western Europe FRENCH INSTITUTE OF RESEARCH AND EXPLOITATION OF THE SEA (IFREMER) IFREMER is a public establishment of industrial and commercial nature, created by a decree on 5 June 1984. It is the only French body with an exclusively maritime responsibility and is placed under the joint authority of the Ministry of Research and Technology, and the Ministry of Fisheries, Equipment and Transport. IFREMER works to ensure a better understanding, assessment, value enhancement and rationalization of the exploitation of marine resources; improve the knowledge and the means of protection and restoration of the marine environment; enhance the socio-economic development of the maritime world; provide assistance to the government, public authorities and the organizations concerned with scientific, technical or economic research; create and manage a national fleet; gather, release and enhance national and international oceanographic information; and contribute to the implementation of agreements and conventions on international cooperation in the marine field.
West Africa UNIDO GULF OF GUINEA LARGE MARINE ECOSYSTEM PROJECT The United Nations Industrial Development Organization (UNIDO) is the UN agency specializing in promoting and accelerating industrialization in developing countries. As an international organization with 167 member countries. UNIDO assists both Governments and the public and the private sector through technical and investment promotion services, and with policy advice.
East Africa UNIVERSITY OF DAR ES SALAAM, INSTITUTE OF MARINE SCIENCES The Institute of Marine Sciences was established in July 1978. The primary objective of the Institute is to undertake research and advanced training in all aspects of Marine Sciences and to provide advisory and consultant services in marine affairs. THE SECRETARIAT FOR EASTERN AFRICAN COASTAL AREA MANAGEMENT (SEACAM) SEACAM was created to assist the Eastern African coastal countries to implement and coordinate coastal management activities following up on the Arusha Resolution and the Seychelles Statement on Integrated Coastal Zone Management.
South Asia INDIAN DEPARTMENT OF OCEAN DEVELOPMENT
East Asia With the financial support of the Korean government, the Korea Maritime Institute conducts comprehensive research on shipping and port industry to promote efficiency and competitiveness of the industry in a rapidly changing economic environment. KMI is currently conducting research in the following areas: Legal, Market, Maritime Policy, Port Policy, Logistics, and Legal Studies.
STATE OCEANIC ADMINISTRATION, CHINA PARTNERSHIPS IN ENVIRONMENTAL MANAGEMENT FOR THE SEAS OF EAST ASIA (PEMSEA) From 1994 to 1999, the Global Environmental Facility (GEF) provided the catalytic fund (US$ 8 million) for addressing marine pollution problems under the Regional Programme for Marine Pollution Prevention and Management in the East Asian Seas region. This was followed by a follow-on phase to build stronger partnerships in addressing environmental management problems of the region. A new regional programme "Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) was thus launched in October 1999 with GEF contributing US$ 16.2 million and another US$ 12.5 million co-financed primarily by the participating governments and other partners. The partnerships share a common vision, implement strategies and action plans to ensure that the seas of East Asia can continue contributing to the well being of the people of the region.
The Programme aims to support the efforts of the participating governments in the prevention and management of marine pollution at both the national and sub-regional levels on a long-term and self-reliant basis, the strategies include: develop and demonstrate working models on marine pollution reduction/prevention and risk management; assist countries in developing the necessary legislation and technical capability to implement international conventions relating to marine pollution; strengthen institutional capacity to manage marine pollution problems; develop a regional network of stations for marine pollution monitoring and information management; promote public awareness and participation in the abatement of marine pollution; facilitate standardization and inter-calibration of sampling and analytical techniques and environmental impact assessment procedures; and promote sustainable financing for activities requiring long-term commitments.
North America DEPARTMENT OF FISHERIES AND OCEANS, CANADA The Department of Fisheries and Oceans (DFO), on behalf of the Government of Canada, is responsible for 1) policies and programs in support of Canada's economic, ecological and scientific interests in the oceans and freshwater fish habitat; 2) the conservation and sustained utilization of Canada's fisheries resources in marine and inland waters; and 3) safe, effective and environmentally sound marine services responsive to the needs of Canadians in a global economy. DFO's long-term priorities include managing and protecting the fisheries resource; managing and protecting the marine and freshwater environment; understanding the oceans and aquatic resources; maintaining marine safety; and facilitating maritime trade, commerce and ocean development.
A leading university in Canada, Dalhousie is committed to Ocean Studies as an area of distinctive strength and excellence. Dalhousie boasts leading programs in oceanography, marine and environmental law and policy, resource and environmental studies and marine affairs. The Marine Affairs Program offers a professional education at the graduate level for ocean managers.
UNIVERSITY OF RHODE ISLAND, COASTAL RESOURCES CENTER The Coastal Resources Center at the University of Rhode Island works to promote sustainable development of the coastal environment within Rhode Island, the United States and worldwide. CRC is internationally recognized for its leadership on coastal management issues through field programs, research and learning, education and training and communications. CRC regional field programs cover the Unites States, Eastern and Southern Africa, Asia, Latin America and the Caribbean.
INSTITUTE OF ECOLOGY, A.C., MEXICO The Institute of Ecology's mission is to generate scientific and technological knowledge in the field of ecology and systematics, contribute to the conservation and rational use of natural resources, and address the current environmental challenges facing Mexico. In order to accomplish these objectives, the Institute is dedicated to: 1. Basic and applied research in ecology and systematics; 2. Scientific and technological research on the rational and sustainable use of renewable resources; 3. The conservation of Mexico's natural heritage; 4. The application of knowledge and professional experience through consulting services and by providing support to various states and federal agencies and the private and public sectors in Mexico; 5. The dissemination of research results produced by the national and international scientific and technological communities; 6. The promotion of national and international interdisciplinary collaboration; 7. The training of promising young scientists; and 8. The strengthening of the scientific and technological culture at the regional and national levels in the field of biology in general and that of ecology in particular.
Caribbean and Latin America IOC SUBCOMMISSION FOR THE CARIBBEAN (IOCARIBE) The IOC Sub-commission for the Caribbean and adjacent regions (IOCARIBE) is responsible for the promotion, development and co-ordination of the IOC's marine scientific research programs, the ocean services, and related activities, including TEMA (training, education and mutual assistance), in the Caribbean and adjacent region. In establishing its programmes, it takes into account the specific interests and needs of the member States in the region.
INTER AMERICAN DEVELOPMENT BANK (IADB) One of the objectives of the Environment Division of IADB is to promote the establishment of integrated coastal zone management programs tailored to the social and economic priorities of coastal states in Latin America and the Caribbean. Future efforts will build on the model of Bank-supported program initiatives approved in 1994 for the Caribbean and the eastern Pacific. Work will be directed at identifying coastal zone management activities and investments that support national economic policy and regional integration; institutional arrangements for sustainable programs, including revenue-generation mechanisms for services such as coastal erosion prevention and marine protected areas; incentives for fisheries conservation; and reinforcing linkages between coastal zone management and other aspects of natural resources management (i.e., watershed management).
FUNDACION UNIVERSIDADE DO RIO GRANDE, BRAZIL The Train-Sea-Coast program is a global network organized by the United Nations for the development and improvement of human resources involved in the management of coastal services. This network is composed of organizations that develop and implement courses in various coastal management topics, following the Train-X methodology.
The ICSED emphasizes the integration of diverse sciences, techniques and methodological procedures for the analysis, identification, formulation and communication of strategies for the rational and sustainable development of the natural ecosystems and its resources. Its Division of Investigation and Development focuses on scientific and technical work on the adaptation of appropriate technologies. Through its Division of Training, Technical Training and Publications, ICSED aims to transfer the results of its investigations and studies to policy makers and practitioners.
Oceania Marine Studies is an interdisciplinary, university-wide programme, administered by the Professor of Marine Studies in collaboration with the Schools and Institutes, and with the advice of the Marine Studies Advisory Board. The Programme's mission is to: provide the necessary opportunities for Pacific Islanders to understand, conserve, develop, manage and utilize their living and non-living resources in a rapidly changing world; provide Pacific Islanders with the widest possible range of opportunities for research, education, training and employment in the marine sector; provide for improved collaboration between the University of the South Pacific, island nations, regional and international bodies in their common goals in the marine sector.
The Centre for Maritime Policy aims to contribute to a more comprehensive and coordinated approach to marine affairs and oceans management policy in Australia. The following are its sectoral activities and interests: maritime security; marine transport and communications, including marine safety and the security of sea lines of communications (SLOCs); the efficient management of offshore areas under national jurisdiction; the exploitation of living and non-living marine resources; ocean law, policy and management; marine science and technology, and the protection of the marine environment, including measures to prevent pollution. Much of the work of the Centre is at a regional level. This reflects the growing importance of the sea to both Australia and the regions around us the South Pacific, Southeast Asia and the Indian Ocean. CENTRE FOR MARITIME POLICY/OCEANS & COASTAL RESEARCH, AUSTRALIA University of Wollongong staff have been actively researching ocean and coastal issues for over 10 years. This has achieved significant national and international recognition, although these staff members belonged to a range of research centres within the University system. In 2000, as part of a review of University research centres, the establishment of an OCEANS AND COASTAL RESEARCH CENTRE (OCRC) was approved, with the aim of bringing together this work and facilitating even closer and more successful research collaboration. The OCRC officially commenced operations in January 2001.

Ocean & Coastal Management is an international journal dedicated to the study of all aspects of ocean and coastal management at local, regional, national and international levels. The Editors encourage articles involving analytical approaches, development of theory, and improvement of management practice. Comparative studies (e.g. subnational, cross-national) are especially encouraged.
